By the looks, seems like you have a Rolls Roller and for as long as we have used ours which is over 12 yrs old. It's probably an adjustment on tension like mentioned earlier.
It happens, we know a few companies that do that and they don't care. That's how they get the business because they are cheap in every way possible. The customers loose every time or the sub if he accepts the job.
It's pretty sturdy for indoor but might want to weight it down out door. I've used B2 for years and never had any big issues and ones I had they didn't hesitate to reprint and ship. A+ service and price!
You should have it engineered, the bracket might hold it but what about the wall and what type of anchors need to be used. Be would through bolt something like this with some angles on the side maybe?
You just answered your own question, drive around and see what you would like to do and if you don't know what you are looking at, take some pictures and ask here. There are different ways of doing them but with out you knowing what your customer wants is difficult to explain how to do it...
Your best start to make a decision is to go to a National sign show either in Fl. or Las Vegas there you will see 100 of printers and for different applications. Like WhiskeyDreamer mentioned you need to see what you want to do for signage and that should give you a better idea on equipment.
If you are looking for a less expensive machine, buy a used like you did in the past, or like others said buy a lower cost machine sold here in the States like Camaster, Shopbot or Laguna at least you will have tech support over the phone and find trouble shooting on Google.
