Sounds like a likely printer issue, not a profile issue. The printer needs to be fully calibrated before starting the profiling process or the profile won't be accurate. Make sure that your feed and bidirectional calibrations are spot on.

Solvent inks in general are designed to print on a vinyl product. Polyester is not vinyl so, unless it's coated to specifically work with solvent inks, you'll likely have print quality issues. If you can't find a chrome meant for your ink (I think R-tape may have one), then do what ikarasu...
I don't think chrome silver foil can be overprinted. You'll have to turn off the overprint on your black so that it's printing directly on the vinyl. If you have registration issues, the trap the black with the chrome.
