If you regularly cut through the vinyl and backing paper, the cutting strip wears quickly and makes the blade blunt. Without the strip, the blade punches straight through the material.

How are you setting the spot colour? Maybe the spot colour name isn't being recognised in composer. Update the firmware maybe. Why not set the vector to 100% yellow and put the chrome foil in instead of yellow.
