It could be if there was ink in the cable slots it was ok at first, then worked its way down further and shorted the head, or there was some ink had spilled somewhere else you hadn't noticed that caused it.

It will either be the head, or it could be the head carriage board but this is less likely. Normally if this goes then whatever you try and print will just print solid black over everything, even on the nozzle test.
I would also order more new head cables as well as the head as these need to be...
From the sound of it you have fried the head. The nozzle test doesn't print with all the nozzles and uses a tiny amount of ink. When you run the actual print test it uses all the nozzles and more ink.

The other quick and dirty method ( if you are experienced in soldering ) is to replace all the components directly connected to the regulator and the regulator itself. This can sometimes work if you don't have test equipment just by trial and error.

I'm not sure without looking at the whole circuit, but when you measure between OUT and GND on the regulator you should see a small voltage there, probably around 5V
I'm not sure what you mean, but have you removed and tested C29 and C71? If either has failed it could be causing the ground at the output. Other than that the regulator could have failed internally, in which case just replace it.
