Remember that HP latex print heads are consumable. The average HP latex print head life is about 3-4 liters. How much ink have you put through the heads?

So you're printing these but not not leaving them on the roll? This might be an issue. Have you tried to leave them on the roll when you laminate? Sometimes tension on the printed material can make all the difference.
We kinda do that up here already out of necessity. I think it might be more interesting to get together to do something like purchase Medical Insurance. From what I understand the more people you have enrolled the cheaper your overall rates are.

If you can, post pics of the material with the silvering, the laminator set up and rollers, if possible close them and get light and shine it through the rollers see if there are any gaps or worn areas.

So the average for most Hp latex print heads is between 3-4 liters. So at 4000 ml (4 liters) your at the upper end of the average life. Since the color change that you seem to be having issues with is yellow, I would guess that that might be the issue.
When was the last time you did a head alignment or color correction? When was the last time you changed your heads? How much ink have you put through them?
