It's been a while since I have seen a CP64s but I believe those are the drain line, not the supply lines.
Are those lines not connected to the captops? If so, those have nothing to do with ink delivery...

I would say the head is bad.
I have seen a new printhead with a perfect nozzle check do something similar. During alignments you should be able to see what drop size is not working correctly. For me, it was on a black head using Eco-UV ink. During alignments the DT3 drop size was spraying...
You do not have a connection between the printer and the computer for some reason.
If you're familiar with computers, can you "ping" the printer and get a response?

Get off the triangle and go back to Eco-sol max. You can't print enough on an SP to pay for the 3rd party ink problems.
That profile does not look compatible with your media. Yes, the test print looks bad but a SP-300 prints so slow it hides even the worst head problems.
Make sure your dip-switches are matched to the OEM board.
You are now ready to send over firmware and the parameters from the old board if you have them.
Reading back I see you have already replaced the scan motor. With the separation I would take a close look at how the print carriage moves on the rail.

Check for drag in both the print and cut carriages with the power off.
You may also want to remove the scan motor and see if moving the carriages feels different.
