    i would say the original sign just wasn't installed properly. i have used the pvc sign kits before. the signs are still up and standing strong 7 years later. with the wind in that area and not being installed properly that was the recipe for disaster.

    651 should work but you could just tell them because they used a specialty paint you have to test the vinyl out to make sure it sticks. then just grab some random letters you have and check it out.

    i never really searched the used market but i am not sure you will find something at that price point. seems kind of low. we have the roland lej640. it would do what you want to do. prints white and a 4x8 sheet will take approx 45-55 minutes
