Not much you can do but....
Put the worst ones on the outer edges and print with larger margins to avoid them.
Another thing you can try is to get some neoprene tubing that will fit tight on the core of the failing ones (after you scrape off the black gunk) and have about the same outer...
We are overrun with strays here but the only dog that has ever bitten me was my Dad's doberman.
People need to control their pets or lose them. What are the animal control rules back there?
Maybe some of this is in order in case he comes back:
From my own anecdotal evidence (I am not a tech) I think white lithium grease will do. I ran out of the Mutoh KY lube and picked up some Lucas oil white lithium from Home Depot. You are not packing the sealed bearings so it just needs to be thicker than oil as to not drip down on the prints but...

Been a while but when I had a 1304 as part of the cleaning kit it would come with 2 new ramps and the foam was stuck on each.
Either that or check your spitting sponge(if...
What does the decal look like? Is it an air release film? Is it laminated or premasked?
If it is not air release I'd lam it onto a sheet of 180c or something similar - take off any premask if it is all one piece and work it like a regular wrap. Vertical center hinge moving outwards. Heat and let...
SC
do you have the service guide for the 1604? I don't have this printer but I do have a copy of the manual I can send you if you do not (need an email for drop box).
The section to remove the lower bearings is pretty short. Might be written for a tech who has done it before.
