That nozzle check it pretty messed up. I would say the cap tops are probably not working properly or are clogged. Also check the bottom of the heads to see if there is any physical damage.

Did you change the maintenance station during this time or recently? If not, I would start there. It sounds like it may not be pulling ink down like it should.
I'd take some covers off and see if there are any major air bubbles in the lines. Moving the machine can cause this to happen sometimes and it might just need to be filled up. In some cases you can get vapor lock and might just need to manually pull ink through with a syringe.

Windows 7 also has compatibility mode. Just right click on the icon of the software you want to run and then click on properties. There will be a tab in the window that pops up for compatibility settings. I usually also check the run as administrator box as well.

You should be able to run every piece of software you ran on XP on a windows 10 computer. I have never run into a program that wouldn't run. Sometimes you have to run it in compatibility mode to get it to work but it should work on most every piece of software.
Are the ink cartridges actually empty when the machine says they are? If they are actually empty, you have a siphon effect happening in the maintenance station. If the carts are not empty, your maintenance station is not working at full efficiency.

On Mimaki printers they come from the manufacture setup for a 220V power input so if you use an American 110V plug it takes forever to heat up. I'm not sure if the Roland VS series does something similar but you can look around the power plug for a little dial that allows you to switch it to 110...
I don't have that tech manual yet but the 0109 on other Roland printers means that wiper origin sensor did not detect the wiper returning properly. I would say your wiper is either jammed or the sensor is malfunctioning.

The random red and green lines that are printing indicate it could also be a bad or dirty encoder strip. Also, how does your nozzle check look? I think you have multiple issues going on at the same time.
