We usually run Solvex, but it gets sprayed with S-W Kut-In clear. None of our clients complain about any failures/fading. We've sold to clients in CA, AZ and Trinidad.

Maybe take a night class at a local college. If you get an instructor like I had you will become very proficient with PS.(whether you want to or not, lol)
Yeah, I was going to recommend that. It is not a slam dunk pay me type of job. Lots of piddly details that have to be perfect or you get to do it again. We did enough of them we had margin templates and a cheat sheet with perfected dimensions.

As a general rule we don't accept native formats. Most times we ask for PDF's.
Not a fan of any "pay or else" program. CS6 will be it for me until such point in time it becomes useless. Then I revert to Corel.(which is where I started anyway)

We use OnOne Perfect Resize 7 with great results. Recently did a set of photos at 1700%. Turned out nice all things considered.
BTW We have the OnOne Suite. If you watch for sales it doesn't cost much more than just buying one disc.
Years ago I would airbrush fades, bevels, etc... using automotive toners on whatever vinyl I had. Lots of "bite" never an issue. Maybe check into House of Kolors urethane striping paint?
Find your local industrial laser shop. Maybe they can etch then cut out the pieces? Then you could color fill with automotive urethane.
Another option may be sandblasting then color filling.
