I have an interesting new client that pays well. Interesting part is there is always 4 days lag between contact whether phone or email. (and they're always in a rush) Took me a bit to learn their "system".
I get the one's Harbor Freight sells. Get 'em for $7.95 with coupon. I get 2 at a time in case I have a helper. They work well for me. Frankly I can't see spending a ton of money on a brand name that is still made in China.

First clue is cleaning solution not draining from the K cap top. I would bet you have a clogged line. With a non OE ink(if that is what you're using) you may have issues with lines clogging. (been there done that)
We use Perfect Resize. It works amazing, but it is still GIGO. Garbage In Garbage Out. On really crummy scans or digital files I push as far as I can then added a taste of noise which actually cleans up the print.
Short of spending hours in Photoshop rebuilding and cleaning the entire file...
Could be a number of things. Get into service mode and do a fill test then report back. Offering possible causes at this time would be pointless. A baseline condition needs to be established.
Nice idea. Extremely poor execution. If they wanted to raise awareness do the graphics on all the city buses. Last time I looked city buses get out a bit more than fire and rescue apparatus.
Just because it's unique doesn't mean it's useful.
Here is the crux of what I alluded to in an earlier post. Here is an oversimplification: As a business what would you prefer? 2 million clients buying your product on a 1 to 4 year cycle? Or those same 2 million clients forced to pay a set amount every month.

Oof, sounds like the only thing you didn't replace was the dampers. You could try that next, but I would try swapping to a different cart. Way back when I tried third party inks I had to have full carts replaced because they wouldn't flow ink.
Also try your local architectural firm. But you need the one that does high rises. Tall buildings are built with these cool devices called curtain walls. They hide all the ugly stuff inside and outside. What people don't realize is a lot of those are covered with vinyl to give the desired...
