they make a slitter called an akucut I believe and Dale is also making one that you can buy from big squeegee. The yard tool from him is also what I would lay this down with.
Trim it and don't hem it. If that doesn't work for you you could probably get by with two strips of scotch double sided from the office supply or double sided foam from the auto supply. If it's pvc test a bit of pvc glue on a piece of scrap. Own a sewing machine?

Good thing you took the seeds out because that is where 95% of the heat is, that's why the tip tasted like a regular pepper. I had to learn the words for super-hot in Thai so that they take me seriously. Just tell them "Pet-pet" and hold on to your hat.
