I use backer panel on HDU a lot. It the case you have described I would bond it to a backer panel and if it still feels a little wobbly use stringers to install.
Yes, handlettering. I'm concerned about messing up the leaf if I make a mistake, and the black doesn't need clearcoating. I did some family crest plaques ages ago where I lettered after gilding the shields, but they didn't get any clear coating at all.
I haven't done gold leaf on a vehicle in ages...lots of carved and dimensional letters, but nothing that requires a clear coat.

Nope, I wouldn't...but that's me. Since the customer is a friend maybe they could post a note thanking them for the nice job installing the signs and thank the company that made the panels in the same post
I agree with subbing out the printing/cutting to someone who has the appropriate equipment and material. The most expensive part of that job is the design.

No. Why should I? I don't discuss how will make things, where the materials come from etc. If someone specifically asks if we do a particular product in house I will be truthful, but why answer questions that aren't asked and don't really matter to the client.
Yep we do a lot of these and always have issues with logo files. I start by telling them up front what to get from the clients. Then I go through the received files quickly and flag the ones that need replacement. After replacements are sent any that are bad I do a quick check for better...
