Maybe try switching the USB port it's plugged into. That printer runs on USB 2. Your PC may have USB 3 ports and you don't realize it. Shot in the dark.

I had that problem with my laser printer (yes, completely different printer, but the problem was the same). I got it to connect by using the "Add Printer or Scanner" instead letting Windows find the device. That's what fixed it for me (sorry I can't remember the exact steps).
