Despite being in Canada, I've ordered from Fellers several times.
Even after factoring in exchange and shipping, there are a LOT of items that are cheaper to bring in from Fellers (or any of the other large distributors South of the border) than sourcing "locally".

You should be comparing the Summa S Class 2 D Series (S2 D160) to the Graphtec.
Maybe even the Summacut Series (D160)?
Either way, I'd go with the Summa.
I'll echo the question of why you're printing those as process? If you don't want to use a spot grey foil, set the grey to be 50% (or whatever) spot black.
I don't use Flexi, so maybe it's different, but if it's set up properly the black foil should only go through once. Example attached.
Pat beat me to it. Mid West sheet metal is great. For shipping, your quickest option would probably be greyhound. If you're shipping a lot (and bigger pieces) maybe check out Gardewine North or some place similar.
JUST remembered (reading some of the other threads in here) that I downloaded the Sentinel Protection Installer from SafeNet: http://www.safenet-inc.com/support-downloads/sentinel-drivers/
I've got Omega 2.61.0.10 SP1 working on my Windows 7 Professional SP1 (64-bit). Don't seem to recall having any issues with the program or the sentinel drive. Windows did a good job of sorting that out all on its own (for me).
The new computer didn't have the proper printer or plotter...
You might want to double check those measurements. On a nearly finished roll (assuming 3" core), the circumference might be 11", but on a full roll, you're looking at closer to 20".
