I would put in for a variance at least before painting over them. Our city doesn't know what to do with signage. Hell, a friend that owns another shop has turned most of the other shops in town in for not pulling permits. The city doesn't do a thing about it.
We have to unroll some when the roll is new and heavy. I will unroll 5 or 6 feet off the backside after the printer is loaded up and ready. Or Mimaki 250 seems to feed fine after that.
That doesn't mean they are broke and don't have money. Most NFP groups are flush with cash. Every time one comes in for a quote they always play the we're a NFP and don't have funds. No different than a racer or church wanting a discount.

Are you sure its rivets and not screws? If its screws, remove them in the area your lettering. Wet install and let it dry for a day, put the screws back in. If its rivets, wet install. Let it dry for a while then release the water from the rivets with a poker and squeegee. Let it dry for a day...
Its a $150 kit!!! Just order them and install them on her truck. I wouldn't waste my time to cut them myself for $150. That would be $500 (if not more) decal kit from us all day long .
I was going to recommend them too. They have a location in Saginaw and sell both Aluminum and steel. They also have a fab shop for those special builds. I use them often and have always had good friendly service.
Back in the PC60 days we went through 7 or 8 that they over night shipped us untill I had enough. It took me threatening to fly out with the unit and camp in their office till I got a refund. Luckily for us I used my AMX to buy it and they stepped in. I had a refund shortly after.
