the smaller bottom letters could be cut alum and painted. i have worked with them as think as 1/2 in.
don't think the larger ones are foam because the gloss finish with the reflection like john said, usually if they are foam it is a flat finish(at least the ones i have worked with)
not sure how or why but FDC and 3M are affiliated. i have a FDC catolog/swatch book and it has all 3M material.
we use nikkalite and have had no issues and it is very good price. also since you are using the gerber gs15 plotter you have to get material punched (that plotter is pin fed correct)...

obviously we don't mind helping but who did you get your printer from (or maybe i missed that part) i only ask because when we got ours we had them show us how to do all this stuff, it's a lot easier to actually see it done in front of you and things went a lot smoother
usually i end up working a few days during vaca but my wife took off the same week so i promised i wouldn't go into the office or do any installs...but i didn't promise i won't play any golf...haha
we only have 21 employees so it's just easier to have acompany shutdown for a week

you can make it any color you want in illustrator also. another way to do it is to import the color swatches from versa works (if that's what you are running) you can import your color swatches from the versaworks color library and also the color swatches for versa works (CutContour, white...

and we have also print cut and then flooded white with no issues as well
(i thought the ink might seal up the cut but it was fine, just don't weed them till after you flood and it is dry)
