Are you turning off the heaters from Versaworks or from printer control panel? I control heaters from the control panel. If printer is still heating up then maybe you have it set to accept heater control settings from the RIP. Maybe check Versaworks manual to see if you have it set to control...

I recommend using the Roland Zecu style blades, I have found them to perform much more accurately than the standard Roland blades. Available from Roland or from Clean Cut Blades.
I recently had the same cyan misting / overspray issue on my SP-300V. Tried everything to fix it, finally replaced the printhead with one from solventinkjet.com, printer prints like new again.

You seemed to be convinced your heaters are malfunctioning. What temp are your heaters showing on your control panel? Shoot you can tell if the heaters are on simply by feeling the media right over the heater areas.
I personally do not think you have ruled out the media contamination...
