i will start exact in one corner so top and side are right to the edge and it's easier to just have the other two edges to deal with rather then all four.
if you really want them to wear it and they don't then send the violator home for the day. sounds kind of harsh but you are the boss and if you are worried about someone getting hurt and costing the company money then that's what you have to do.

sometimes your sales rep will go that extra mile for you. they might be able to get you a small piece from one of their locations.
sounds like you might a new holder but another thing i have been told on here, which has helped is put a drop of oil in the blade holder and sometimes that can clear it up (for a little while anyway)

i have a customer who orders similar posters from us and they had a frame system built. i don't really have any info on it because they had it done one their own, sorry but that's the best way. just making posters they can slide in and out with the frame to protect from pickers.
