    Corten steel does have a rust finish and usually continues to rust. Hard to tell with this pic, it looks like it has a texture. Maybe it's a combination of rusted steel that was then cleaned and then blackened, maybe that and then added chemicals to get that mottled patina. Really hard to tell...

    30 - 40 signs would be a pain on the butt, especially with thin paint as the paint can thin out around the detailed areas... spray them, if some are not sprayed well, a light sanding and hit 'em again.

    You also want to check on setback requirements. One thing I forgot to mention. Are there frost line issues at that property? If you have them, then a shallow footing will not work. Most areas with frostline will want 36"-48" deep of pier/footing.

    There is sign shop design, there is logo design... Most sign shops are "replicators"... just outputting what is given them and occasionally cleaning up files, doing a layout and basic design. I think in order to compete or stand out, they need a well designed logo. Most already invested...
